#UAE #govtech - Abu Dhabi’s Department of Government Enablement (DGE) has established TAMM Global, an independent company to take the emirate’s AI-powered government services platform TAMM to foreign governments. Announced under the directives of Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, the company will license TAMM’s architecture, pre-built services and implementation methods. TAMM brings together more than 1,200 services, has cut service delivery costs by 30 percent and holds a 94.5 percent satisfaction score.
SO WHAT? - Abu Dhabi is turning a government service into an export product. Most governments build digital platforms for their own citizens. TAMM Global will sell the technology, operating models and know-how behind one that already works at scale, adapted to each country’s laws. Selling to other governments means running as a commercial company, with its own contracts and competition. The 30% cost saving and satisfaction score are government-reported, so buyers will want to test them. The model also gives Abu Dhabi a way to earn from its AI-native government goal.
KEY POINTS:
Abu Dhabi’s Department of Government Enablement (DGE) has announced the formation of Abu Dhabi Digital Services Company (or TAMM Global). The new company is established under the directives of Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council.
The company will develop, manage and deliver an integrated ecosystem of digital services, owning and operating digital services platforms, managing and developing TAMM, and owning the related intellectual property.
TAMM Global will license the platform architecture and apply the implementation methods that already let Abu Dhabi build and run TAMM at scale. Pre-built services and journeys can be adapted to local laws, regulations and operating needs.
As an independent private-sector company, TAMM Global can partner directly with governments, organisations and institutions worldwide. It will also invest in sector opportunities in the UAE and abroad.
The company will carry out research on the digital services sector, run training programmes for Emirati talent and build strategic partnerships.
TAMM brings together more than 1,200 public and private sector services through one digital gateway. It saves each user about nine visits to service centres a year, an estimated 12 hours.
Customer satisfaction is 94.5%, up from 78% in 2022, before AI was added to the app. The platform has cut the cost of providing services by 30%.
TAMM was named the world’s best e-Government initiative at the 2025 WSIS Prizes. In 2026 it won the Government category across Europe, the Middle East and Asia at the Gartner Eye on Innovation Awards.
ZOOM OUT - TAMM Global grows out of Abu Dhabi’s wider plan to build the world's first AI-native government. Last year the Abu Dhabi Executive Council approved a AED 13 billion ($3.54b) Government Digital Strategy. The strategy aims to integrate AI into all government digital services by 2027, move government operations fully to sovereign cloud and digitise and automate 100 percent of processes. More than 200 AI solutions are being developed under the programme. The strategy builds on a decade of digital government work, including TAMM, and targets AED 24 billion ($6.53 billion) added to GDP and the creation of more than 5,000 local jobs.
