Algeria launches first AI & cybersecurity start-up cluster
Abdelhafid Ihaddaden cluster bridges academia and industry in Algeria
#Algeria #startups — Algeria has inaugurated its first start-up cluster dedicated to artificial intelligence and cybersecurity at the Abdelhafid Ihaddaden Scientific and Technology Hub in Sidi Abdallah, marking a structural shift in the country’s approach to innovation policy. Launched under the joint supervision of three government ministers, the cluster brings together AI-focused start-ups within a university-centred ecosystem designed to accelerate the commercialisation of research. Officials have indicated the model could be extended to other campuses nationwide, with 2027 cited as a benchmark horizon for consolidating knowledge-driven growth.
SO WHAT? — Algeria has long had a significant pipeline of scientific and engineering talent, but a persistent gap between academic research and industrial application has limited the economic returns. The new AI and cybersecurity cluster is a direct attempt to close the gap institutionally, locating a startup incubator within the state-of-the-art Abdelhafid Ihaddaden Scientific and Technology Hub. The focus on artificial intelligence startups aligns with Algeria’s aspirations as set out in the National Artificial Intelligence Strategy 2020 - 2030.
KEY POINTS:
Algeria’s first AI and cybersecurity start-up cluster has been launched at Abdelhafid Ihaddaden Scientific and Technology Hub in Sidi Abdallah, bringing together AI- and cybersecurity-focused start-ups within a university-centred innovation ecosystem.
The launch was overseen by Higher Education and Scientific Research Minister Kamel Baddari, Knowledge Economy and Startups Minister Noureddine Ouadah, and Post and Telecommunications Minister Sid Ali Zerrouki. The event was attended by senior officials from the three government ministries alongside researchers, students and investors.
The cluster is designed to bridge the structural gap between academic research and industrial application, functioning as an institutional mechanism to accelerate innovation cycles and channel scientific output into productive sectors including health, agriculture, energy and digital services.
The presence of the three ministers at the launch, reflects Algeria’s coordinated inter-ministerial approach to structuring Algeria’s innovation environment and the implementation of digital economy policy.
The initiative carries the Innovated in Algeria label, framing ambitions to raise Algeria’s visibility within African and international innovation ecosystems.
Universities are being repositioned to play more a active economic role, and initiatives like the new startup cluster intend to transform students, academics and researchers into active participants in start-up formation and applied technological development.
The Sidi Abdallah cluster is intended to serve as a pilot, perhaps pioneering a model that can be extended to other campuses across Algeria.
A structured meeting between private investors and start-up founders was held alongside the inauguration, aimed at formalising access to early-stage financing and Algeria’s emerging start-up ecosystem.
The cluster also targets Algeria’s scientific diaspora, with the initiative designed to create domestic innovation pathways capable of attracting and retaining nationally trained talent that might otherwise pursue careers abroad.
ZOOM OUT — Inaugurated by President Abdelmadjid Tebboune in 2024, the Abdelhafid Ihaddaden Scientific and Technology Hub in Sidi Abdallah is named after Algeria’s first nuclear physicist, who died in 1961. Spanning 87 hectares, the hub houses four national schools focused on mathematics, nanosciences, autonomous systems and artificial intelligence, offering 20,000 educational places alongside residences for 11,000 students. President Tebboune described it as the "second breath" of the Algerian university system. The AI start-up cluster launched this week sits within the Abdelhafid Ihaddaden hub’s state-of-the-art infrastructure.
