DEWA launches AI legislation agent to guide users
Legal virtual assistant first demonstrated during Dubai AI Week 2025
#UAE #virtualassistants - Dubai Electricity and Water Authority (DEWA) has announced the launch of its artificial intelligence 'Legislation Agent', a virtual assistant platform. The AI agent is designed to guide users and support decision-making related to network safety and compliance with local and international standards. First showcased during Dubai AI Week 2025, the agent provides a unified reference for regulations and legislation related to DEWA’s areas of work, including the protection of the general network. The initiative also supports DEWA's broader strategy to become the world's first AI-native utility, integrating AI across all core operations and services to enhance efficiency and governance.
SO WHAT? - DEWA is integrating Generative AI across its enterprise according to a strategic framework announced earlier this year. With Microsoft Copilot being rolled-out to all employees in the organisation, it has deployed a number of its own virtual assistants to support staff in key areas. AI agents introduced so far include an Human Resources Agent providing guidance HR-related employee queries; a LinkedIn Learning AI Agent for employee training and development; and a Material Insights Agent, providing quick insights for researchers and engineers on photovoltaic (PV) materials. DEWA has more AI agents under development.

DEWA's Innovation and Future Division collaborated with the Legal Affairs Department to develop the the virtual assistant platform, which guides employees on regulatory compliance and proactive decision-making in technical and operational matters.
The Legislation Agent joins three other AI systems recently deployed by DEWA, including an AI-powered HR Agent for employee queries, a LinkedIn Learning AI Agent for training, and a Material Insights Agent for photovoltaic researchers.
DEWA recently announced its strategic roadmap to become the world's first AI-native utility during GenAI Week, a four-day event featuring partnerships with DataRobot, IBM, Microsoft, and ServiceNow.
The authority has integrated Microsoft Copilot across operations over the past year or so, making it the first government entity in the UAE to adopt the technology organisation-wide.
The utiltiy’s AI journey began in 2017 with customer service assistant Rammas, which has handled over 10 million enquiries, achieving a 95% customer satisfaction by mid-2024.

ZOOM OUT - Few utilities globally are as digitalised as DEWA, and the authority arguably already sets the benchmark for next-generation smart utilities. However, earlier this year DEWA announced an ambitious roadmap to become the world's first AI-native utility, taking its digital transformation to a whole new level. The strategy involves partnerships with major AI firms including DataRobot, IBM, Microsoft, and ServiceNow to embed artificial intelligence into decision-making, productivity, and service innovation. The utility already made the decision last year to integrate Microsoft’s Copilot across all operations and services under a strategic framework developed for Generative AI.
