The Memorandum of Understanding establishes a structured framework for cooperation aimed at accelerating responsible AI adoption in the public sector, strengthening institutional AI capacity, and supporting implementation of Tajikistan’s National AI Strategy 2040.
SO WHAT? – The agreement aims to position Tajikistan, as an emerging testbed for public-sector AI transformation. In time, the initiative could provide replicable models for Central Asian neighbours lacking established digital infrastructure. By partnering with global AI leaders including Inception and zypl.ai through its Area AI platform, Tajikistan’s ambition is to leapfrog conventional digitalisation stages and establish itself as a regional AI hub.

The initiative aims to advance piloting, deployment, and scaling of AI solutions across public administration, with the MoU outlining joint efforts in knowledge transfer, capacity building, and institutional framework establishment.
Tajikistan’s Ministry of Industry and New Technologies has launched strategic collaborations with leading AI organisations globally including US-based AI search company Perplexity AI, Abu Dhabi-based Advanced Technology Research Council (ATRC), and UAE-based G42 subsidiary Presight, demonstrating systematic efforts to build international AI partnerships.
Originally incubated at Stanford University in 2021, zypl.ai specialises in synthetic data-driven modelling for financial institutions through its proprietary zGAN synthetic data generator, having expanded globally to onboard over 65 enterprise customers across 25 markets with backing from international investors including Prosus and Carbide Ventures.
Inception functions as the core intelligence layer within the G42 ecosystem, transforming data and compute infrastructure into real-world applied AI solutions through products including (In)Sight, (In)Alpha, (In)Procurement, (In)Climate, and (In)Health, alongside its industry-agnostic (In)Business Suite.
Inception has developed three bilingual large language models: JAIS for Arabic, NANDA for Hindi, and SHERKALA for Kazak. The company also operates QudraTech, an AI-capacity building programme for talent upskilling and remote work for Emiratis supporting the UAE’s ambition to become the world’s most AI-prepared nation.
ZOOM OUT – The Inception partnership extends G42’s multi-year engagement across Central Asia. G42 subsidiary Presight signed a strategic MoU with Tajikistan’s Ministry of Industry and New Technologies in July 2025. The MoU paved the way to pilot AI-powered government and enterprise solutions in smart cities, energy, and cybersecurity, with plans for joint AI deployments through Tajikistan’s Area AI global technopark.
