Morocco launches Idarati X.0 digital government platform
Moroccan government signs eight agreements to support Idarati X.0

#Morocco #figitalgovernment – Morocco’s Ministry of Digital Transition and Administrative Reform (MTNRA) has signed eight cooperation agreements with public institutions and private companies to launch Idarati X.0, a super-app planned to transform how citizens access public services. The government plans to use AI, national digital identity and a national smart digital wallet to streamline administrative processes and improve the standard of public services. The super-app is expected to be developed and tested within the next six months.
Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform Amal El Fallah-Seghrouchni oversaw the signing ceremony, which brings together five public institutions including the National Road Safety Agency (NARSA), the National Social Security Fund (CNSS), plus digital identity specialists IDAKTO and ShareID.
SO WHAT? – The initiative highlights the increasing governmental priority being placed on citizen services and ensuring that business, government and individuals throughout the country benefit from Morocco’s investment in digital transformation. Idarati X.0, will decentralise access to government services via a super-app that brings citizens closer to digital government services. By establishing data protection and security principles from the outset, and involving both the National Commission for the Protection of Personal Data (CNDP) and the Digital Development Agency (ADD), Morocco is positioning privacy governance and technical architecture verification at the core of its digital government transformation. In this way, the government aims to ensure a better citizen experience, secure access and data protection.
Here are some key points about the Idarati X.0 launch:
Morocco’s Ministry of Digital Transition and Administrative Reform (MTNRA) has signed eight cooperation agreements with public institutions and private companies to launch Idarati X.0, a super-app planned to digitise how citizens access public services.
The Idarati X.0 super-app builds on Morocco’s existing national e-government platform Idarati, which serves as a central portal for administrative procedures and public service information. The super-app will leverage AI, national digital identity and a national smart digital wallet to offer intelligent, secure access to public services services.
Public sector signatories include:
Partnership agreements were also signed with private sector partners IDAKTO, ShareID and Moroccan Company for Electronic Services (MSES), which specialise in digital identity and digital services, and will contribute to defining the system’s technical options and functional architecture.
Authorities set a six-month timeframe from the signing date to develop and test the platform, which adheres to Privacy by Design and Security by Design principles.
The national smart digital wallet is based on a container linked to Morocco’s national identity card, provided by the National Directorate of National Security (DGSN), enabling secure authentication and service access for citizens.
The project follows workshops organised by the CNDP in 2024 on personal data protection and digital wallet concepts, intended for relevant organisations and regulators to establish governance frameworks before deployment.
Omar Seghrouchni, President of the CNDP and ADD, signed the agreements alongside ministerial representatives, reflecting the importance of data protection governance in Morocco’s digital administration strategy.
ZOOM OUT - The Idarati X.0 launch is the latest significant announcement in a pipeline of initiatives driven by Morocco’s MTNRA. The launch follows last month’s announcement of AI Made in Morocco, a national artificial intelligence strategy targeting a 100 billion dirham ($10 billion) contribution to GDP by 2030, alongside the creation of 50,000 AI-related jobs and training of 200,000 graduates in AI skills. Together, these initiatives signal Morocco's accelerating digital transformation agenda, led by Amal El Fallah-Seghrouchni, who was appointed Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform less than 18 months ago.
