Presight inks Azerbaijan AI strategy MoUs

The signing took place during an official state visit to Baku by His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates. The agreements support Azerbaijan’s AI Strategy 2025–2028, and introduce advanced AI tools into Azerbaijan’s education system. The scope of the MoUS includes strategy consulting, technology deployment, digital transformation, talent programmes and Azerbaijani language model development.
SO WHAT? – The new Presight MoUs follow a Comprehensive Economic Partnership Agreement (CEPA) signed between the UAE and Azerbaijan in July 2025 to deepen cooperation across strategic sectors including technology, innovation and education. The new agreements link Azerbaijan’s AI Strategy 2025–2028 with near-term delivery in government and education, helping to accelerate progress and improve outcomes.

A second MoU, with the Ministry of Science and Education, focuses on AI in schools and universities. Planned work includes AI tutors for students, AI assistants for teachers and the development and integration of Azerbaijani language models for learning.
Governance is explicit in the plan. The ministries hold remit for digital policy and schooling, which supports data access, integration and standard setting for national platforms.
Education features as an early proving ground. Classroom tools and teacher assistants give a route to adoption at scale, while local-language models lower barriers for learners and educators across regions.
The partnership follows a July 2025 Comprehensive Economic Partnership Agreement (CEPA) between the UAE and Azerbaijan. The CEPA set a wider framework for collaboration across technology, innovation and education.
Presight’s public-sector focus pairs consulting with productised AI. This reduces custom build, shortens rollout time and supports cost control for ministries that face multi-year budgets.
ZOOM OUT – The agreements with Azerbaijan comes during a period of rapid expansion for Presight, which is becoming increasingly successful in exporting AI and digital transformation expertise to emerging markets. The company has secured a number of landmark agreements this year, including February's $190 million Astana smart city contract in Kazakhstan, and Albania's nationwide project for 20 smart cities; and an AI development partnership with Tajikistan signed in July. Meanwhile, the Presight opened a Central Asia regional hub in Astana in May. Presight’s expansion across Central Asia, Eastern Europe, and the Caucasus is coordinated with broader UAE diplomatic and trade initiatives helping to position the Emirates as a preferred technology partner.
