The announcement was made by Qatar’s Minister of Communications and Information Technology H.E. Mohammed bin Ali Al Mannai during the high-level government session. An initiative of Hamad Bin Khalifa University (HBKU), the alliance aims to bring diverse cultural traditions and ethical perspectives into the development of AI technical and regulatory frameworks.
SO WHAT? — Most global AI governance conversations have been shaped by a handful of countries with the most compute and the most capital. The Gulf states have been working hard to change that. By forming the alliance, Qatar aims to create a formal channel for perspectives from across the world inform global ethical AI frameworks. With HBKU as sponsor, rather than a government ministry, the alliance seems well positioned to encourage multi-stakeholder dialogue.

GAAIE is an initiative of Hamad Bin Khalifa University (HBKU), part of Qatar Foundation. The alliance aims to create a multi-stakeholder global dialogue on AI ethics that draws on diverse cultural traditions and ethical values worldwide.
The stated goals of the Alliance aim to ensure that perspectives from outside the dominant AI-producing nations are reflected in the international technical and regulatory frameworks currently being developed.
The minister outlined three priorities for global AI governance during the announcement: closing gaps in computing infrastructure, data and talent; promoting interoperability across different national governance frameworks; and keeping human rights and human oversight at the centre of AI systems.
Qatar’s approach to AI builds on Qatar National Vision 2030 and its National AI Strategy, with sustained investment in digital infrastructure, computing capacity and scientific research underpinning the country’s international positioning on AI governance.
The GAAIE launch is positioned as one of the key outcomes of Qatar’s participation in the Geneva dialogue, framing the country’s role as a bridge-builder between established AI powers and emerging economies on questions of ethics and governance.
