The signing aligns with Saudi Arabia’s Year of Artificial Intelligence, which was announced in March.
SO WHAT? - Culture has typically trailed sectors like health and finance in AI investment. However, a specialised study by the Cultural Management Platform found AI applications already touch all 16 of Saudi Arabia’s recognised cultural sectors, from heritage and museums to fashion and culinary arts. The CDF promotes the sectors as genuine investment opportunities with prospects high-growth. The new MoU gives the Ministry of Culture a mandate to build the policy groundwork, covering intellectual property, data and ethics, that cultural sectors need before committing money to cultural AI projects.

A Cultural Management Platform study found AI applications now span all 16 of Saudi Arabia’s officially recognised cultural sectors, including heritage, museums, libraries, literature, music, theatre, film, architecture, fashion and culinary arts.
The Ministry of Culture’s main role at this stage is building an enabling environment through policies, regulations, professional standards and governance frameworks covering intellectual property, data and ethics.
The Ministry of Culture and its affiliated commissions have already run competitions and hackathons to attract innovators developing AI applications for the cultural sector.
The Cultural Development Fund reported Q1 2026 results showing more than SAR770 million ($205m) in financial support delivered to 165 cultural projects since its 2021 launch, benefiting over 1,630 creatives and entrepreneurs.
The fund’s Q1 2026 performance showed a 30% increase in financial returns year-on-year, an estimated SAR4.1 billion contribution to GDP, and more than 12,540 jobs created, alongside roughly SAR1.1 billion in private sector contributions.
ZOOM OUT - The Cultural Development Fund was established by royal decree in January 2021 to build the Kingdom's cultural sector into a driver of economic growth under Vision 2030. Operating under the National Development Fund, the CDF’s tools range from direct financing and consulting for cultural enterprises to anchor investments in private equity funds. Investments include a SAR375 million ($100m) film fund managed by MEFIC Capital and a SAR300 million ($80m) fashion fund managed by Merak Capital. The Cultural Development Fund also runs accelerator programmes combining training, mentorship and financial incentives, aimed at building small and medium-sized cultural businesses.
