The model will come in multiple sizes and versions, with one version planned for open-source release while the core version remains closed, available through TokenAI’s Horus Code IDE and official partners.
TokenAI submitted a formal memorandum one week ago to Egypt’s National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies, requesting official approval for the model’s release.
The company says Horus Cyper will not be released, open sourced or made available through Horus Code until that approval is granted.
TokenAI attributes the approval requirement to the model’s advanced cybersecurity capabilities and the possibility it falls within a high-risk AI category under review.
TokenAI is currently awaiting the Council’s response and says it will share further updates and confirm the September 2026 release path once approval is received.
ZOOM OUT - Horus Cyper is the latest in a series of Horus model releases from TokenAI this year. Founded by developer Assem Sabry, the startup first released Horus 1.0-4B in April, a fully open-source, Arabic-optimised model that scored 88 precent on the MMLU benchmark, beating larger models including Qwen 3.5-4B, Llama 3.1-8B and Gemma-2-9B. It followed that with Horus Hiero and Horus Hiero Mini, multimodal models that read, translate and reason across Ancient Egyptian hieroglyphics, modern Arabic dialects and more than 100 other languages. The models are believed to be the first in the Arab world with a native hieroglyphic processing engine trained on stone reliefs, papyrus documents and epigraphic drawings. The releases stand out partly because they're rare: Egypt graduates around 60,000 technology students a year and employs half a million people in its ICT sector, yet production-ready Egyptian AI models remain uncommon.
