UAE ranks 5th in new HAI global AI Index
The Emirates outperforms 31 nations in Stanford HAI's new AI ecosystem index
#UAE #GlobalAIVibrancy - The United Arab Emirates has been ranked 5th out of 36 countries in the HAI AI Index Report by Stanford University's Human-Centered AI (HAI) Institute, using the institute’s Global AI Vibrancy Tool. Building on HAI’s annual AI Index Report which measures global trends in AI, the new Global AI Vibrancy Tool aggregates 42 indicators to reveal which national ecosystems lead in AI. The UAE's ranking among the top five nations in the new report reflects its strengths in economy, policy, infrastructure and education dimensions, underscoring its growing global influence and potential in artificial intelligence.
SO WHAT? - The delivery of the new Global AI Vibrancy Tool by HAI is the culmination of more than 6 years of research by an an interdisciplinary group of experts from across academia and industry on indicators and measures. Therefore, the ranking of the UAE in fifth place in the HAI AI Index, above 31 other nations reviewed in the report should be viewed as significant news. It’s also noteworthy that the Emirates ranked 2nd among the top five group in Education and Diversity dimensions, and 3rd in the top five group for Policy & Governance, and Infrastructure. This said, the tools reliance on publically available data, means that scores may fluctuate year-to-year depending on what data is available.
Here are some details about HAI’s Global AI Vibrancy Tool and the UAE:
The Stanford Institute for Human-Centered AI (HAI) AI Index has released its annual AI Index Report, together with a Global AI Vibrancy Tool, which measures the strength of the AI ecosystems. The new tool allows flexible comparisons of 36 countries based on 42 openly available AI-specific indicators.
The Global AI Vibrancy Tool measures and compares AI ecosystems based on 8 pillars — Research and Development; Responsible AI; Economy; Education; Diversity; Policy and Governance; Public Opinion; and Infrastructure — with indicators including AI journal publications, total AI private investment, AI legislation passed, and foundation model datasets.
The USA led the HAI AI Index Report rankings with an overall score of 70.06, followed by China (40.17), the UK (27.21), India (25.54) and the UAE (22.72) in the index’s top five.
The UAE’s overall vibrancy score of 22.72 placed it above global peers such as France, South Korea, and Germany, and far above other major Middle East and Africa economies Saudi Arabia and South Africa.
R&D (28.57%), Economy (22.86%), and Infrastructure (17.14%) are the dimensions that have the biggest weighting in the index. In these dimensions the UAE is ranked 5th, 4th and 3rd respectively in the top five. However, regional competitor Saudi Arabia scores slightly higher than the UAE in R&D, with a score of 0.64 compared to the UAE’s 0.61.
In the Economy dimension, the UAE scored 5.40, reflecting robust private investment and AI economic activity, outperforming India (4.30). On the USA was given a double-digit score for Economy (13.56).
Coming in third within the top 5 countries for the Infrastructure dimension at 4.87, the UAE lags behind the global leaders USA (16.91) and China (9.49).
Although the Diversity and Education dimensions have a lower weighting in the overall index score, the UAE is ranked second amongst the top five in each dimension: 2,69 for Diversity and 3.21 for Education.
In Policy and Governance the UAE scores 4.56, tied closely with India (4.55) and surpassing China's 4.40.
ZOOM OUT - The United Arab Emirates has made positive progress across all eight strategic objectives of its National Strategy For Artificial Intelligence 2031 plan, and this is reflected in the analysis of global AI reports. The Emirates moved up eight places from 28th to 20th in this year’s Global AI Index compiled by Tortoise Media, showing strong progress in the index for research (12th, up from 34th place in 2023) and development (ranking 9th, up from 39th place in 2023). Meanwhile, the UAE ranked first in the region and 18th worldwide in the Government AI Readiness Index 2023 published by Oxford Insights this year, scoring well across the three pillars of the index (government, technology, and data & infrastructure), HAI’s AI Index Report reconfirms the success of the UAE’s National AI Strategy, the momentum behind it and the government’s commitment to keep building on that success.
