South Korea has committed $1 trillion to long-term sovereign AI investment and holds the highest global share of foundational LLMs at 17%, followed by Japan at 11%, backed by Japan’s METI-led GENIAC programme.
Globally, 56% of sovereign LLMs are adapted models built on existing open-source bases rather than foundational builds developed from scratch, though Counterpoint notes countries are increasingly moving to reduce reliance on foreign open-source foundations.
The Middle East’s sovereign AI landscape is expanding further, with Qatar’s Fanar 3.0 confirmed for a December 2026 launch, Iraq developing a government-led sovereign LLM, and Oman scaling its national model Mu’een, while Kuwait, Jordan and Bahrain remain in the strategy phase.
ZOOM OUT - Falcon H1 Arabic was launched in January 2026, built on a hybrid Mamba-Transformer architecture that marked a clean break from the transformer-only design of earlier Falcon 3 models. TII released three sizes, from 3 billion to 34 billion parameters, and claimed its largest model beat systems more than twice its size, including Meta's Llama-3.3 70B and Alibaba Cloud's Qwen2.5 72B, on the Open Arabic LLM Leaderboard. The models also extend context length to 256,000 tokens, enough to process full legal contracts or medical records without losing continuity.
