First phase of programme integrates AI into legislative review process

Developed in collaboration with the Ministry of Communications and Information Technology, the programme offers comparative analysis against regional and international legislation, automated verification to ensure alignment with Qatar’s constitutional framework, and advanced linguistic review. The initiative aims to streamline legislative preparation procedures, enhance quality assurance and position Qatar at the forefront of digital governance.

By automating comparative analysis and consistency checks, the system enables legislative professionals to scrutinise the impact and potential conflicts of new laws more efficiently, potentially reducing the time required for legislative development whilst improving quality control.

Qatar’s Council of Ministers Secretariat General has developed a Smart Legislative Advisor programme in partnership with the Ministry of Communications and Information Technology to leverage AI for legislative work advancement.
The Smart Legislative Advisor platform provides precise comparative analysis capabilities, examining draft legislation against similar laws across the region and globally to ensure compatibility and identify potential improvements based on international legislative approaches.
Automated verification functions check proposed legislation against Qatar’s constitutional framework and existing laws to identify contradictions or conflicts, ensuring new legislation harmonises with the State’s top-ranked legislative instruments.
Project director Sara Abdullah Al Suwaidi described the initiative as a paradigm shift combining specialised legal analysis with advanced digital technologies through an interactive system that streamlines draft preparation whilst enhancing quality.
The programme launch follows Cabinet approval announced in October by Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi, marking advancement in Qatar’s digital government strategy.
ZOOM OUT - In the neighboring United Arab Emirates, the Cabinet approved an AI-powered integrated regulatory intelligence ecosystem in April 2025. A new Regulatory Intelligence Office was also created to monitor the impact of new laws on the economy and society in real time. The UAE system, which aims to accelerate legislative processes by up to 70 percent, creates a unified map linking federal and local laws with judicial rulings and executive procedures, whilst connecting to global research centres for international benchmarking. Both Gulf nations are embedding AI into core legislative functions, the regions proactive approach to developing AI-supported governance and competitive advantage.
