#Qatar #knowledge – Qatar’s Ministry of Municipality has launched the pilot version of the Institutional Excellence and Knowledge Transfer System. The first-of-its-kind AI-powered platform was developed by the ministry’s Information Systems Department and Planning, Quality, and Innovation Department. The new system aims to enhance awareness of excellence and innovation concepts among government leaders and decision-makers, whilst supporting a culture of institutional excellence aligned with digital transformation objectives. The platform will act as an internal AI assistant for government officials, connecting knowledge and processes, to include standards, practices, and datasets across departments.
SO WHAT? – The launch of the Ministry of Municipality’s new knowledge transfer system is part of the Qatar government’s overall strategy to leverage AI and big data to create a smart, digital government. The ministry has already created more than 100 digital services for the public, making government transactions easier and quicker for Qatar’s residents, businesses and government entities. The new system is evidence that the ministry is now succeeding in leveraging AI to support the work of government leaders and officials.

The ministry developed the system through collaboration with AI technology providers, aiming to create an innovative, interactive environment designed to enhance employee engagement with excellence frameworks.
The knowledge transfer platform moves beyond traditional assessment methods to foster continuous participation in improvement initiatives.
The launch coincides with the evaluation process for the second edition of the Qatar Government Excellence Award.
ZOOM OUT – Strategic direction for Qatar’s government transformation is provided by the Smart Government and Digital Excellence Steering Committee. The current committee was confirmed in March by Prime Minister and Foreign Affairs Minister H.E. Sheikh Mohammed bin Abdulrahman Al Thani via via Decision No. (3) of 2025. The new committee is chaired by the Prime Minister with the Minister of Interior as Deputy Chair, and comprises of senior officials including the Governor of Qatar Central Bank, ministers from key portfolios, and heads of the National Cyber Security Agency and Civil Service and Government Development Bureau. H.E. Abdullah bin Hamad bin Abdullah Al Attiya, Minister of Municipality is one of the members of the steering committee.
