Qatar ministry launches AI Agent Factory
Microsoft platform aims to modernise public services nationwide
#Qatar #implementation – Qatar’s Ministry of Commerce and Industry has launched an AI Agent Factory platform in collaboration with Microsoft to develop, manage, and deploy intelligent solutions based on AI agents across government services. The integrated digital platform, built using Microsoft technologies, enables faster and more flexible development of intelligent agents to deliver innovative digital capabilities whilst supporting seamless integration with internal and external systems for unified operations. Director of the Information Systems Department at MOCI Ahmed Al Kuwari described the launch as a pivotal step in the ministry’s efforts to comprehensively automate and modernise government operations
SO WHAT? – The implantation of the new AI Agent Factory platform could mark a new phase of digital maturity, moving from experimental AI projects to systematic production infrastructure for autonomous AI agents across government services. By creating a factory model for AI agent development, MOCI is positioning itself to scale intelligent automation across multiple service areas simultaneously, accelerating the timeline for AI-driven government modernisation. If successful, the platform could provide a template for how public sector organisations can industrialise AI deployment rather than treating it as isolated pilot programmes.
Here is some key points from this announcement:
Qatar’s Ministry of Commerce and Industry has launched an AI Agent Factory platform in collaboration with Microsoft to develop, manage, and deploy intelligent solutions based on AI agents across government services.
The AI Agent Factory platform enables the production, development, management, and deployment of intelligent solutions based on AI agents, with the system designed to enhance efficiency of government services and modernise operational processes across the ministry.
The platform supports seamless integration with both internal and external systems to ensure unified operations and consistent service experiences within MOCI and beyond, allowing intelligent agents to work across organisational boundaries rather than being confined to siloed departmental systems.
The AI Agent Factory is expected to accelerate next-generation, AI agent-driven government services and deliver sustainable impact for institutions, the business sector, and society across Qatar.
The initiative forms part of MOCI’s ongoing efforts to advance digital transformation, improve efficiency of government services across all stages, and enhance the experience of both individuals and the business sector by adopting advanced technologies aligned with global best practices in artificial intelligence.
Following completion of the platform’s technical and regulatory framework, MOCI will continue working with Microsoft to further develop and expand the capabilities of the AI Agent Factory and roll out additional AI agent-powered services in the coming period.
The launch aligns with Qatar National Vision 2030 and the country’s broader digital transformation and government innovation goals..
ZOOM OUT – Microsoft unveiled its Agent Factory programme in November 2025 at its Ignite conference. The programme is designed to help organisations move from AI experimentation to execution faster through simplified procurement and technical support. The programme introduced a unified, metered pre-purchase plan for both Copilot Studio and Microsoft Foundry services. Microsoft also deployed Forward Deployed Engineers to work side-by-side with customer teams on production-grade AI solutions, whilst offering customised role-based training to boost AI fluency across organisations. The Agent Factory programme was launched in response to growing enterprise demand for systematic approaches to building, deploying, and managing AI agents at scale rather than running isolated pilot projects.
