Sovereign digital IDs for company registrations pave the way for AI-native business
#UAE #DigitalEconomy – Ras Al Khaimah’s AI-powered free zone Innovation City has launched what it says is the world’s first blockchain-based digital business identity system, built on UAE-headquartered sovereign infrastructure company IOPn’s OPN Chain. Every company registered with Innovation City now receives a cryptographically verifiable, on-chain identity. The move aligns with the UAE’s rapid adoption of AI and the federal government’s target to deploy agentic AI across 50% of federal services within two years, a goal that requires digital, trustless business verification at scale.
SO WHAT? – AI usage is transforming rapidly from passive AI tools to autonomous agents that actively create value in what economists are already calling the Agentic Economy. PwC and Berkeley research projects agentic AI will contribute between $2.6 trillion and $4.4 trillion annually to global GDP by 2030. However, in a world where autonomous systems handle licensing, compliance, taxation and cross-border transactions without human intervention, economies cannot function safely without a reliable, digital way to verify the organisations making those transactions. It combines Cosmos SDK architecture with full Ethereum Virtual Machine compatibility, making it interoperable with the wider blockchain ecosystem.
The UAE government recently announced a target to deploy agentic AI across 50% of federal government sectors, services and operations within two years. For autonomous AI agents to process licenses, permits and compliance checks at digital speed, they require instant, trustless access to verified business identities. The new Innovation City system is designed to provide this.
Each digital business identity is described as “soulbound”, meaning it is permanently tied to the company it represents and cannot be transferred or forged. Every ownership change, compliance update and verification event is permanently recorded on-chain and publicly auditable.
The practical benefits of the blockchain digital identify system could be significant, allowing banks, investors, regulators and AI systems to verify a company’s credentials in seconds rather than days. The system could also reduce the risk of document fraud, shell company formation and beneficial ownership concealment.
IOPn’s broader infrastructure stack, which combines OPN Chain, AI capability and its Neo ID sovereign identity protocol, is designed to scale beyond Innovation City. The company says it is built to operate across jurisdictions, institutions and sectors at global scale.
Innovation City frames early adoption as a competitive advantage. Companies that secure an on-chain identity now, it argues, will have preferential access to AI-powered government services, faster global integrations and stronger credibility with institutional partners as the digital economy matures.
Ras Al Khaimah already hosts over 50,000 companies and has held a credit rating in the ‘A’ range since 2008. It offers 100% foreign ownership, zero income tax and low corporate tax — conditions that make it an attractive test bed for initiatives of this kind.
ZOOM OUT – The Innovation City announcement follows last month’s UAE Cabinet approval of a plan to deploy agentic AI across 50% of government sectors, services and operations within two years: a world first. The government agentic AI framework will task autonomous AI systems with monitoring, managing and executing decisions in real time without human intervention. A dedicated taskforce, overseen by UAE Vice President H.H. Sheikh Mansour bin Zayed Al Nahyan, will drive phased implementation across ministries and federal entities. The UAE has been building toward this moment since 2017, when it became the first country to appoint a Minister of State for Artificial Intelligence. The UAE Council for Artificial Intelligence and Blockchain was formed in 2018 to drive adoption at a federal level.
