Five specialised tracks take staff from basics to boardroom AI strategy
#Dubai #education — Government digital authority Digital Dubai has launched the AI Workforce Transformation Program (AI+), a structured initiative to train all 50,000 Dubai Government employees in artificial intelligence skills and applications. Delivered in collaboration with the Dubai Government Human Resources Department (DGHR) and the Dubai Centre for Artificial Intelligence (DCAI), the programme offers five specialised learning tracks tailored to different job roles and seniority levels. The initiative supports the Dubai Economic Agenda D33 and the emirate’s ambition to be a global leader in AI-driven government services.
SO WHAT? — Most government AI initiatives focus on technology procurement or infrastructure. AI+ takes a different approach: it starts with people. Training every single government employee, from frontline staff to leadership, in AI literacy and practical application shows the deep commitment that Dubai has to adapting for the AI era. Dubai has already invested heavily in training up AI specialists and preparing leadership for AI. Now it is actively building the capabilities of its entire public sector workforce to make them AI-ready.

Leadership track - this focuses on AI strategy and governance, featuring expert-led sessions, roundtable discussions and case studies drawn from leading countries’ experience of government-level AI adoption.
Chief AI Officers - this track covers Dubai’s AI policy and framework in detail, walking participants through the enablers provided by Digital Dubai and presenting practical case studies from government entities through interactive workshops and communities of practice.
Products and services owners - this track takes participants through the full AI use case lifecycle, from initial ideation through development to impact measurement and value realisation, via specialised training and hands-on workshops.
Departments and sections managers - this equips participants with the knowledge required to adopt AI within their teams, identify relevant use cases, and apply best practices in resource allocation to enhance services and automate processes more effectively.
Employee track - this builds practical, day-to-day AI skills, including prompt engineering, task automation using AI agents, and productivity tools tailored to different professional fields. It is delivered through webinars, in-person training and virtual courses.
The AI+ programme is expected to accelerate AI literacy, boost productivity and build sustainable institutional AI capabilities across Dubai Government. It also supports the broader adoption of AI and reinforcing Dubai’s position as a technology-driven public sector model.
The initiative sits within Dubai’s wider digital transformation architecture, which includes Digital Dubai (Dubai Digital Authority), established under Law No. 22 of 2023, and Dubai Economic Agenda D33, the emirate’s long-term economic growth blueprint.
ZOOM OUT — The AI+ programme creates further momentum for Dubai Government’s comprehensive transformation effort. AI plans have accelerated dramatically since 2023, when the Dubai Centre for Artificial Intelligence was launched to coordinate AI adoption across government entities. In 2024, the emirate published the Dubai Universal Blueprint for Artificial Intelligence, aligning all government AI initiatives under a single strategic plan. That same year, Dubai appointed Chief AI Officers across 22 government departments to drive implementation. AI+ now promises to add new layers to the government’s human capability and its ability to derive benefit from AI technologies.
